Nhiều vướng mắc trong quá trình chuẩn bị đầu tư và kinh doanh tại VN đã được đại diện nhà đầu tư (NĐT) Hàn Quốc thẳng thắn trao đổi với các cơ quan chức năng VN, trong hội thảo được tổ chức ngày 14-12 tại Hà Nội. 

Nhiều vướng mắc trong quá trình chuẩn bị đầu tư tại VN đã được đại diện nhà đầu tư (NĐT) Hàn Quốc thẳng thắn trao đổi với các cơ quan chức năng VN, trong hội thảo được tổ chức ngày 14-12 tại Hà Nội.

Thiếu thông tin gây nhiều khó khăn

Theo ông Kim Won Ho,  Trung tâm Hỗ trợ doanh nghiệp Hàn Quốc (KOTRA), kết quả điều tra mới nhất của tổ chức này cho thấy có tới 34,6% số doanh nghiệp Hàn Quốc được khảo sát gặp khó khăn lớn khi chuẩn bị đầu tư do thiếu thông tin. Vấn đề ngôn ngữ cũng là một trở ngại khác (18,9%). 12,2% doanh nghiệp (DN) muốn có được những chính sách ưu đãi đầu tư hấp dẫn hơn.

Đặc biệt, nhiều DN phàn nàn về thái độ làm việc của công chức nhà nước ở các tỉnh và “bật mí” rằng “chi phí quan hệ” của họ chiếm một phần không nhỏ trong chi phí của DN, cả trong quá trình chuẩn bị đầu tư lẫn hoạt động sản xuất kinh doanh.

Thủ tục và chi phí đền bù giải phóng mặt bằng (GPMB) cũng khiến các DN Hàn Quốc ngần ngại, vì vậy thời hạn thuê đất 50 năm như hiện nay dường như chưa đủ hấp dẫn; nhiều DN quan tâm đến điều kiện gia hạn thuê đất cũng như tiền thuế đất trong thời gian gia hạn thêm.

Cũng liên quan đến lĩnh vực đất đai, ông Cho Gun Hwan, giám đốc Hiệp hội Các doanh nghiệp Hàn Quốc tại VN (Korcham) nêu trường hợp của hai DN Hàn Quốc (ông này tránh không nêu cụ thể tên DN – P.V).

Một DN không thể hoàn tất kịp thời thủ tục đăng ký quyền sử dụng đất (QSDĐ) nên đã không thể vay tiền, đành bỏ dở dự án chỉ vì người sử dụng đất trước đó (một công ty VN) chưa thực hiện xong các nghĩa vụ với Nhà nước.

DN kia ký kết hợp đồng về giao QSDĐ và thực hiện thủ tục xin cấp giấy phép đầu tư từ tháng 9-2006; nhưng đến nay (giữa tháng 12-2009) vẫn chưa đăng ký được QSDĐ!

Sau những khó khăn khi chuẩn bị đầu tư, các DN vẫn tiếp tục phải vượt qua nhiều “cửa ải” khác là cơ sở hạ tầng (25,4%); xuất nhập khẩu nguyên liệu (19,4%); thủ tục hành chính (17,2%) và thông lệ thương mại (13,8%).

Trong khi công nhận rằng VN đã nỗ lực xây dựng các khu công nghiệp (KCN) để tạo điều kiện về mặt bằng sản xuất cho các NĐT, ông Park Keun Hyung - đại diện KOTRA, cho biết tiền thuê đất tại các KCN gần Hà Nội tăng đến 60% so với đầu năm 2009, lên tới 42 - 45 USD/m2/năm.

Một số điều chỉnh về mức thuế nhập khẩu (theo đó có một số loại phụ tùng chưa sản xuất được tại VN bị áp thuế tới 30%) cũng bị NĐT coi là chưa thỏa đáng.

Bên cạnh đó, DN còn phải đối diện với tình trạng vi phạm quyền sở hữu trí tuệ, làm hàng giả; những khó khăn khi chuyển đổi từ ngoại tệ sang tiền đồng và chi phí sản xuất tăng (do chính sách tăng lương tối thiểu, tăng tiền thuê đất)...

Chi phí sản xuất năm 2009 tăng khoảng 1%

Giải thích với NĐT, ông Nguyễn Xuân Trung, phó cục trưởng Cục Đầu tư nước ngoài (Bộ Kế hoạch - đầu tư) đã làm rõ nhiều điểm trong Luật đầu tư (chung) với mục đích tạo ra sự bình đẳng trong môi trường kinh doanh giữa các DN trong nước và các NĐT nước ngoài.

Về lo ngại của NĐT liên quan đến sự gia tăng chi phí sản xuất trong năm 2009, theo đại diện Bộ LĐ-TB&XH, khi đưa ra phương án tăng lương tối thiểu, cơ quan chức năng đã cân nhắc kỹ nhiều yếu tố và với mức tăng 15%-20% (bắt đầu áp dụng từ 1-1-2009), chi phí sản xuất của các DN FDI sẽ chỉ tăng khoảng 1%, cơ bản không làm ảnh hưởng đến môi trường đầu tư.

“So với các nước, mức lương tối thiểu của người lao động làm việc trong các DN FDI của VN hiện nay vẫn vào loại thấp nhất trong khu vực, chỉ xếp trên Lào và Campuchia”- quan chức này nhấn mạnh. Vả lại, tăng lương cho người lao động để thu hút và giữ chân lao động có tay nghề cao đang là biện pháp được rất nhiều NĐT tự nguyện áp dụng.

Về thuế nhập khẩu, đại diện Bộ Tài chính cho biết sẽ xem xét từng nhóm phụ tùng và linh kiện cụ thể. Các bộ ngành có liên quan đều thống nhất coi việc tăng cường kiểm soát thực hiện bảo vệ quyền sở hữu trí tuệ và tiếp tục đẩy mạnh cải cách hành chính là những nhiệm vụ quan trọng của VN trong thời gian tới, nhằm bảo đảm một môi trường đầu tư kinh doanh thuận lợi, có sức hút lớn.
